The impacts to natural resources by proposed recreation sites can be quite divergent. On one hand, sports complexes having many soccer and/or baseball fields require relatively large, intact, usable tracts of land. The permitting effort for sports complexes therefore is largely commensurate with site plan intensity and the extent of natural resources on the site. On the other hand, recreation areas with hiking, biking, and equestrian trails have intrinsic site plan flexibility, and the level of impacts to natural resources and permitting effort is comparatively low.
