Commercial Experience

Project:  Bartram Walk West
Client: Gate Lands National
Location:  St. Johns County, Florida

ERS was tasked with assisting the client with the development of a commercial center in rapidly growing northwestern St. Johns County, Florida. Services for this project include preliminary environmental assessment, wetland delineation, Environmental Resource Permit (ERP) application preparation and consultation with St. Johns River Water Management District and U.S. Army Corps of Engineers. ERS was instrumental in developing an extensive avoidance and minimization analysis to satisfy ERP's requirements of both regulatory agencies. With the project situated in a nested drainage basin where mitigation is scarce to non-existent, ERS was charged with locating and evaluating off-site mitigation sites and developing mitigation plans that satisfy both state and federal rules and regulations.

Project:  BJ's Distribution Center
Client: Casto Southeast
Location:  Duval County, Florida

ERS was responsible for wetland delineation and permitting as well as gopher tortoise permitting for a regional distribution facility for BJ's Wholesale Club. Responsibilities included mitigation planning for wetland/impact permits associated with all three phases of the project.

Project:  Black Creek Commercial Center
Client: Reynolds, Smith & Hills
Location:  Clay County, Florida

The Black Creek Commercial Center comprises a 430± acre development area that includes public educational institutions, commercial and industrial facilities, and conservation land.   Special considerations were made for this project to preserve and enhance the functional values of an existing Clay County Primary Conservation Network.   ERS was involved in all phases of the development of the project, from initial site investigations and wetland delineation through environmental permitting efforts with the St. Johns River Water Management District, U. S. Army Corps of Engineers, and Clay County.

Project:  Carmax
Client: QORE, Inc.
Location:  Duval County, Florida

The Carmax project involved the development of a 20-acre site to construct an automobile dealership. ERS conducted wetland delineation and agency verification services, and assisted with permitting. This project involved extensive wetland impact and functional assessments. As the project required total site alteration, ERS was charged with identifying off-site mitigation to offset unavoidable wetland impacts. Permitting for this type of project required knowledge of the automobile dealership business with respect to alternative site selection and on-site requirements.

Project:  Duval Acura
Client: Bessent, Hammack & Ruckman (BHR)
Location:  Duval County, Florida

ERS responsibilities for the Duval Acura automobile dealership included assisting project engineers in permitting wetland impacts for full site development. Knowledge of automobile dealership requirements is imperative to successfully permit this type of project. An off-site wetland mitigation plan was developed to offset project impacts.

Project:  Deerwood Lakes
Client: Arbor Lakes Development
Location:  Duval County, Florida

The Deerwood Lakes project comprises a commercial/multi-family development for which ERS coordinated with the project team, the City of Jacksonville and various stakeholders regarding zoning and comprehensive planning issues. ERS was subsequently responsible for wetland delineation and permitting/mitigation planning for approximately five acres of wetland impact.

Project:  Garber Auto Mall
Client: Hadden Engineering
Location:  Clay County, Florida

ERS took the lead in permitting three different automobile dealerships on an 18-acre site located north of Green Cove Springs in Clay County, Florida. ERS delineated the on-site wetlands and assisted the project engineer to obtain permits from the U.S. Army Corps of Engineers and St. Johns River Water Management District. ERS was tasked with negotiating permit conditions, utilizing our experience in conducting alternate site analyses, identifying wetland impact avoidance opportunities, determining unavoidable impacts and developing mitigation plans.

Project:  Lowes Sites
Client: Bessent, Hammack & Ruckman (BHR)
Location:  Duval and Nassau Counties, Florida

ERS has assisted Project Engineer BHR and Lowes with the development of new store locations in Northeast Florida. Our services included wetland delineation, agency verification, and permitting with St. Johns River Water Management District and U.S. Army Corps of Engineers. ERS was charged with finding and evaluating off-site mitigation sites and developing mitigation plans that satisfy both Federal and State rules and regulations. A full wetland functional analysis was required to evaluate impacts and mitigation associated with the Nassau County development site.

Project:  Northpoint
Client: Pattillo Construction
Location:  Duval County, Florida

The Northpoint project comprises an industrial warehouse development for which ERS conducted extensive wetland delineation and permitting services. Since the project site was formally used as an active dairy operation, wetlands functional assessment and water quality issues were key components of the permitting process.

Project:  PCS Towers
Client: Various Companies
Location:  Florida, Georgia and South Carolina

Responsibilities include conducting preliminary assessments and environmental permitting for over 250 tower sites located in Florida, Georgia and South Carolina. ERS routinely conducts wetland assessments, where necessary, and obtains all required environmental permits. For towers proposed within sensitive areas, environmental assessments (pursuant to NEPA guidelines) are completed. Many of the tower sites have been permitted by the St. Johns River Water Management District, Suwannee River Water Management District, Florida Department of Environmental Protection (Northwest District), and U.S. Army Corps of Engineers.
